Physicians Star Evins, Andy Russell assume new roles at Williamson Medical Center
FRANKLIN, Tenn.–Jon Andrew “Andy” Russell, M.D., was recently named Chief Medical Officer at Williamson Medical Center. The board-certified Emergency Medicine physician has served as a staff physician in WMC’s Emergency Department since 2004 and has led the department as medical director since 2010. Russell also serves on the hospital’s Strategic Planning and Medical Executive committees.

A graduate of Rhodes College in Memphis, Russell earned his medical degree from the James H. Quillen College of Medicine at East Tennessee State University before participating in the University of Kentucky’s Emergency Medicine Residency Program. In 2017 Russell earned his Masters of Business Administration from Auburn University.
In his new role, Russell will serve as the liaison between medical staff and administration, and will help ensure patients receive the best care possible. He also will work to implement cost-effective, efficient medical interventions and to enforce clinical guidelines.
“Dr. Russell has been a valuable member of our medical staff for more than a decade, and has continually proven his commitment to patients, fellow physicians and hospital staff,” said Don Webb, chief executive officer at WMC. “We’re thrilled to have him in this position and look forward to the good things we’re confident he’ll accomplish in this role.”
Starling “Star” Evins, M.D.
Russell will be replacing former CMO Starling “Star” Evins, M.D., who is transitioning to the role of Medical Education Officer. A board-certified urologist, Evins retired from private practice in 2013 when he assumed new responsibilities as CMO. As Medical Education Officer, he will focus primarily on WMC’s medical student and residency programs, which have thrived tremendously under his leadership. He also will work with the WMC Foundation and serve as liaison to the Vanderbilt Health Affiliated Network Leadership Board and other VHAN organizations to help ensure high-quality, patient-centered care.
“Dr. Evins has been an instrumental part of Williamson Medical Center for nearly 40 years, and his continued leadership is an incredible gain for WMC,” Webb said. “Both men have made tremendous contributions to our organization, and have helped make WMC the healthcare destination it is today.”
